انتخابات نهم و ما قسمت دوم ” پیش رو “

 با هر اما و اگر و هر کیفیتی که هست، اکنون آقای احمدی نژاد به عنوان رئیس جمهور مطرح شده و از یک ماه دیگر پس از تنفیذ حکم به عنوان رئیس دولت و نفر دوم کشور ( البته در حرف ) مشغول به کار خواهد شد.  مهم این است ببینیم چه اتفاقی خواهد افتاد و این فضای جدید چه مختصاتی خواهد داشت.

1– اولین نکته این است که اکنون، تمام قدرت ها در دستان رهبری است. قوه قضائیه که مستقیماً زیر نظر او است و رئیس آن را عزل و نصب می کند. از بالای سر آن رئیس هم چند نفر مثل آقای مرتضوی را در این قوه دارد که هر چه  را بخواهد برایش انجام می دهند. می گیرند، محکوم می کنند، زندان می اندازند و هکذا. من با یکی از دوستان زندانی موافقم که می گفت تا مرخصی دادن به امثال ما را، شخص رهبری در جریان است و کنترل می کند. مجلس هم در اختیار رهبری است. غیر از آنکه در مجلس هفتم، خجالت را کنار گذاشت و با رد صلاحیت 3 هزار کاندیدا، وکلای مورد نظر خودش را در مجلس گذاشت و پدر عروسش را هم رئیس مجلس کرد، با دو لایه انتصابی بالای سر مجلس ( یعنی شورای نگهبان و شورای تشخیص مصلخت نظام ) عملاً کنترل تمام مصوبات مجلس را هم بدست دارد. بر طبق قانون اساسی فعلی جمهوری اسلامی مجلس مخالف هم نمی تواند حتی یک لایحه خلاف منویات رهبری تصویب کند ( آنچنانکه در مجلس ششم اتفاق افتاد)، چه رسد به آنکه وکلا را در مجلس هفتم از بیخ تابع و مطیع رهبری گذاشته اند تا اصلاً به تیغ شورای نگهبان برای بریدن سر مصوبات مجلس احتیاجی نباشد.

رادیو تلویزیون انحصاری، نیروی نظامی و انتظامی و نیروی امنیتی ( به خصوص به شکل سازمان امنیت موازی) هم که قبلاً در کنترل رهبری بود.مطبوعات آزاد و حتی سایت اینترنتی هم که احتمالاً ممکن است راه نفس کشی برای مردم و مسیر چرخش آزاد اطلاعات باشد، بسته شده  و با همان قوه قضائیه کذایی و قوانینی که تنها کاریکاتور قانون است، سر همگی بریده شده است. مانده بود قوه مجریه و دولت که البته سال ها است، کنترل کامل آن به صورت یکی از آرزوهای رهبری در آمده بود. با این جرکت اخیر در کشور، یک " چاکر جان نثار" رهبری در رأس دستگاه اجرایی قرار گرفت. اکنون رهبری می تواند به آرزوی چندین ساله اش برسد و بخواهد که جلسات شورای اقتصاد در حضور او تشکیل شود و در جزیی ترین کارهای اجرایی دخالت نماید. البته با روش خودش که دوست دارد در همه امور دخالت کند اما در ملاء عام کسی نفهمد و مسئولیت ها را گردن این و آن بیاندازد. به هر صورت اولین نکته مهم و اساسی این است که آنچه در این قانون اساسی فعلی تعبیه شده اکنون به اجرا در آمده است. چرا که به موجب این قانون اساسی بیش از 80 درصد اختیارات اداره کشور دردستان رهبری است و پاسخگو به هیچ کس هم نیست و انتخابات هم فقط به درد ساختن دکور و درست کردن ویترین می خورد. ظاهراً مردم سالاری دینی که می گویند به همین معنی است. اکنون به سلامتی و میمنت، رهبری قانون اساسی را اجرا کرده است. تنها باید مراقب بود که از این به بعد پشت هیچ کس و هیچ دستگاهی پنهان نشود. لخت و عور و روشن و واضح در میان میدان باشد. از این به بعد، دیگر بیکاری و اعتیاد، فقرو تورم، سرکوب و ناامنی، غم زدگی کشور و بی تفریحی جوانان و هرکار کوچک و بزرگی در کشور مستقیماً مسئولیتش متوجه رهبری است. از برنامه های رادیو تلویزیون تا عملکرد شهرداری؛ از فساد در قوه قضائیه تا سوء استفاده در وزارت بازرگانی، از عملکرد بانک ها تا گمرکات، از سیر تا پیاز و از بزرگ تا کوچک مملکت را باید از رهبری پرسید و او باید پاسخگو باشد. او دیگر بهانه ای ندارد ونمی تواند از این دستگاه و آن دستگاه توقع داشته باشد، همه چیز و همه کس در دستان و منصوب او هستند، خودش هم باید جواب ملت را بدهد. خودش خواسته است که دو صف روشن، سیاه و سفید درست کند. این خط کشی پررنگ تر هم خواهد شد. بنابر این خودش هم باید به صف سفید ملت پاسخ بدهد. 15 سال پیش درهمان ابتدای تصدی مسئولیت رهبری توسط آقای خامنه ای، در یک نامه خصوصی به ایشان نوشتم، راهی راکه می روید به جایی خواهد رسید که یکطرف ملت خواهد ایستاد و یکطرف شما( شاید یک روز این نامه ها را منتشر کردم). به نظرم آن روز رسیده است. یک طرف ملت است و یک طرف رهبری. یک تنه باید پاسخ یک ملت را بدهد. البته مرحله بعدی که بزودی فرا می رسد این است که وقتی معلوم شد نمی تواند مشکلات کشور را حل کند ملت در مقابل او خواهد ایستاد. 

 2- از 8 سال پیش مقام رهبری در نهایت بی تدبیری، نیروی نظامی و اسلحه را وارد سیاست کرد. ریاست جمهوری احمدی نژاد، آغاز رسمی دوره ای است که پایگاه قدرت رژیم روشن و مشخص ، نیروی نظامی وامنیتی خواهد بود. اگر چه در حال حاضر، رهبری با امثال آقای رفسنجانی و یا کروبی تعارف می کند که اطراف او بمانند و یا می خواهد از آنها دلجویی کند( شاید خودش هم از سیطره کامل تظامیان و امنیتی ها، به وحشت افتاده است) اما نمی داند که اسلحه به این سادگی شریک غیر مسلحی را در قدرت نمی پذیرد. ضمن آن که منطق قدرت استبدادی به طور اعم این است که به طرف تمرکز و انحصار جرکت می کند . اگر روزی پایگاه قدرت این نظام، طبقه بازار – روحانی بود. اکنون که اسلحه حرف اول را می زند، این طبقه هم دیگر نقش آفرینی ندارد. یعنی روندی که از مجلس هفتم شروع شد و به کنار گذاشتن کاندیداهای اصلی " مؤتلفه" منجر شد در" انتخابات نهم" چهره عریان تر خود را نشان داد و حتی تحمل آقای " جوادی آملی" یعنی یکی از درباری ترین روحانیون را هم نیاورد.راهی را که شاه رفت خیلی زود پیش پای آقای خامنه ای قرار گرفت.در دهه چهل وقتی خیار نظامی گری شاه کونه کرد دیگر حوصله رجال قدیمی و هزار فامیل را هم نداشت و یکبار گفت که " من رجال قدیمی را در توالت ریختم و سیفون آن را هم کشیدم". آن شاه نگون بخت به مسیری افتاد که فکر می کرد با سازمان امنیت و ارتش می تواند یک مملکت را اداره کند. وقتی درآمد نفت هم بالا رفت، دیگر تصور می کرد دنیا به کامش شده است. تمام مخالفین را سرکوب کرده، یک حکومت آسان دارد و مملکت را یک تنه اداره می کند. منطق اسلحه کار خودش را کرد. رهبری فعلی هم پا در همان مسیر گذاشته، با این فرق که این کارها را به نام دین وروحانیت می خواهد بکند و به جای سلطنت مطلقه، ولایت مطلقه گذاشته است. دیگرتنها امثال آقای وحید خراسانی، یا منتظری نیستند که تحمل آنها را ندارد. بلکه دیگر حوصله چک و چانه زدن با امثال آقای عسگر اولادی و ناطق نوری، جوادی آملی و هاشمی رفسنجانی را هم ندارد مگر آنکه مطیع مطلق او باشند. ( خودش هم بخواهدتحمل کند آن پایگاه قدرت امنیتی  – نظامی نمی گذارد. ) براین اساس تصویر دیگر پیش روی ما، تکمیل پایگاه قدرت نظامی – امنیتی و یک دست تر کردن و بله قربان گو تر کردن تمام عناصر دور و بر رهبری است. فکر می کنم این طور که پیش می رود حتی در امر تقلید و مرجعیت هم، نوبت امثال حاج آقا مجتبی تهرانی، امام جماعت مسجد جامع بازار شده است که اخیراً رساله منتشر کرده و سال ها است که به صورت مرجع تقلید بچه های اطلاعاتی و امنیتی عمل می کند و خیلی راحت ولایت مطلقه فقیه را به شکل حکومت اسلامی قبول دارد و هیچ اعتقادی به انتخابات و مجلس و این کارها ندارد. هر نوع شکنجه و ضرب و جرح و اطلاعاتی بازی راهم  وجهه شرعی می بخشد و برایش کلاه فقهی و شرعی درست می کند. این روش حکومت، این مرجع تقلید را هم می خواهد.

3– همانطور که گفته شد، آقای احمدی نژاد و تیم پشت سر او و در نهایت خود رهبری پراگماتیست هم هستند. اکنون که به نظرشان تمام قدرت را قبضه کرده اند، دلشان می خواهد بمانند. بنابر این هرجا که ببینند " زور پر زور است " به خصوص در جبهه خارجی، ترجیح می دهند کوتاه بیایند. اما مشکل اصلی شان با جبهه نظامی ها و امنیتی ها است. وقتی غول را از چراغ بیرون آوردی معلوم نیست به خواست تو هر کاری را بکند. بنابر این کشمکش از تعیین کابینه آغاز خواهد شد. ماه عسل انتخاب آقای احمدی نژاد، باشروع انتخاب وزراء و سپس کشمکش با مجلس تمام خواهد شد. وزارت اطلاعات اولین جایی است که رهبری در کنترل مطلق خود می خواهد. به نظرم احمدی نژاد و مجلس هم مناقشه ای نخواهند کرد. رهبری این دستگاه ذیقیمت را به سبک سعید امامی خواهد خواست.اگر چه رفتار با سعید امامی و سر به نیست شدن او زنگ خطری برای تمام دست اندرکاران وزارت اطلاعات بود ، اما به قیمت تصفیه عده ای از آنان دوباره این دستگاه فراچنگ خواهد آمد. وزارت خارجه هم مستقیماً زیر نظر خودش خواهد بود و امثال آقای ولایتی یا همین آقای خرازی را خواهد گذاشت. اگر کس دیگری شد، بدانید که زور سپاهی ها، همین اول کار به رهبری رسیده و وزارت خارجه را به او نداده اند. در نفت و بازرگانی و وزارت دارایی و سازمان برنامه هم همین کشمکش ها خواهد بود. آن حکومت آسانی که شاه هم دنبالش بود، در عمل به خصوص با حضور اسلحه در سیاست، خیلی هم برای رأس دستگاه استبدادی آسان نخواهد بود. به هر صورت، ترکیب کابینه و شکل نهایی آن خیلی خوب نشان خواهد داد که درون جبهه نظامی – امنیتی حاکم چه خبر است. ناچاریم تا نهایی شدن آن صبر کنیم.

4- اما نکته آخری در تصویر پیش روی ما، سیاست های اجرایی دولت به خصوص در اقتصاد است. به نظر می رسد تمام اشتباهات کلاسیک در سایر کشورها و انقلاب ها، در ایران هم تکرار می شود. آقای احمدی نژاد، در یک کلام به جمهوری اول و سیاست های دولت آقای مهندس موسوی عودت خواهد کرد. وعده ای که شاید برای بخشی از جامعه هم جذابیت داشت و بخش اعظم رأی آقای کروبی را هم جذب کرد. اما واقعیت بزرگی را نادیده گرفته اند. جمهوری اول یاجمهوری جنگ و انقلاب که از پیروزی انقلاب تا فوت امام خمینی و اتمام جنگ طول کشید ( 57 تا 67 ) دهه ای بود که تقریباً تمام نسخه های روشنفکری دهه چهل، یعنی تمام آن دستورالعمل های انقلابی در آن اجرا شد. اگر شکست خورد و درآمد سرانه کشور از 4 هزار دلار به 1500 رسید، مشکلی عرضی نبود، بلکه بالذات بود. به زبان دیگر ذات آن سیاست های اقتصادی و اجرایی محکوم به شکست بود. جمهوری دوم؛ معروف به جمهوری ترور ( از 67 تا 76 )، یعنی دوره ریاست جمهوری آقای رفسنجانی، حکایت دورانی است که ضرورت اصلاحات اقتصادی خودش را نشان داد، اما بی توجهی به اصلاحات سیاسی و فرهنگی و اجتماعی، این دوره را هم با شکست مواجه کرد. در این دوره، دولت در عمل می فهمید که باید برای افزایش سرمایه گذاری، هم با دنیا آشتی کند و هم بخش خصوصی را تقویت کند، اما نمی فهمید که این کارنیازبه دموکراسی وحقوق بشر داردو نمی تواند  در همان حال برای تثبیت حاکمیت خودش دست به ترور مخالفین بزند و بیش از 300 فقره ترور در داخل و خارح در پرونده خود ثبت نماید. جمهوری سوم، جمهوری اصلاحات بود از دوم خرداد 76 تا 27 تیر ماه 84 طول کشید. این جمهوری کوشش نافرجامی بود در جهت اصلاحات سیاسی و اجتماعی و فرهنگی و جبران ضعف جمهوری دوم بدون در نظر گرفتن این واقعیت که د ر چهارچوب قانون اساسی فعلی کشور اصولاً چنین اصلاحاتی عملی نیست. بنابر این اقتصاد نابسامان باقی ماند و مشکل آزادی و جامعه مدنی و حقوق بشر هم در کشور حل نشد. آشتی با دنیا هم اتفاق نیفتاد. شکست جمهوری سوم در انتخابات مجلس هفتم خودرا نشان داد و در " انتخابات نهم " نقطه ختم جمله گذاشته شد. جمهوری چهارمی در راه است که دیگر به شکل جمهوری اسلامی نیست. شروع این جمهوری با تغییر قانون اساسی اتفاق خواهد افتاد. این راه حلی است که مشکلات لاینحل کشور آن را دیکته می کند. اما به جای پاسخ دادن طبیعی و درست به این نیاز، مقام رهبری درست راه برعکس را رفته و فکر می کنداگر همان سیاست های جمهوری اول را در پیش بگیرد مشکلات حل می شود و اصلاً توجه ن
دارد که سیر حرکت جمهوری اسلامی و جامعه ایران به طور طبیعی از درون شکست هرمرحله متولدشده است.یادم هست وقتی دردهه پنجاه،دردرون سازمان مجاهدین خلق  بعضی ها مارکسیست  می شدند، رهبری سازمان برای جلوگیری از این فرآیند مطالعه بیشتر کتاب ها و تئوری های سازمان را توصیه می کرد. در عمل هرکس این کتاب ها را بیشتر می خواند، زودتر مارکسیست می شد، چرا که مشکل از مبانی تئوری های آن سازمان بود. درست به همین سبک رهبری کشور هم به جای تجزیه و تحلیل درست ناکامی ها و مشکلات جمهوری اسلامی و پیروی از مسیر طبیعی حوادث و تطور جامعه ایران و دنیا بر گشتن به تئوریهای اول انقلاب راتجویزکرده است.غافل ازآن که هرچه بیشتربه آن تئوری ها  برگردی شکست های جدی تری خواهی خورد. به چای نقد درست از آن تئوریها و تجدید نظر اساسی، اصرار بیشتر به آن تئوریها دو پرتگاه را پیش پای حکومت می گذارد، یکی پناه بردن بیشتر به درآمد نفت که این روزها افزایش هم پیدا کرده است و دیگری تشدید سرکوب و خفقان مخالفین. اولی تنها سرگیجه اقتصاد کشور را بیشتر خواهد کرد. آن چنان که مجلس هفتم در همین عمر کوتاه خود 7 میلیارد دلار از صندوق ذخیره ارزی از محل افزایش درآمد نفت به سیکل اقتصاد کشور تزریق کرد. این کار تنها 25%  نرخ تورم بر جای گذاشت و هیچ مشکلی را حل نکرد. استفاده بیشتر از درآمد نفت، بیکاری بیشتر، تورم بیشتر و رانت خواران و فاسدین بیشتر به ارمغان خواهد آورد. اما سرکوب مخالفین. یکی از دوستان می گفت اگر یک دیکتاتور سیستماتیک و مداوم مخالفین را سرکوب کند دوام خواهد آورد. البته این جنین سرکوبی باید به سبک صدام حسین انجام بگیرد. رژیمی به آن سبک می طلبد که نه در توان رهبری فعلی و نه در اندازه جامعه ایران است. مهم تر این که نه در شرایط فعلی دنیا امکان اجرا دارد. دنیا و منطقه خاورمیانه وارد مرحله ای شده است که این قبیل نظام ها را تحمل نمی کند. اگر صدام حسین هم بشوی، آخر سر به زور ارتش و قشون خارجی برداشته خواهی شد. ضمن آن که معضل این حکومت آزادی های اجتماعی است که امثال صدام حسین این مشکل را نداشتند.حاکمین امکان سرکوب آزادی های اجتماعی به خصوص در مورد زنان را ندارند. از طرف دیگر اگر جلوگیری نکنند، درون خودشان و نیروهای حامی شان مشکل ایجاد می شود. بنابر این دولت آقای احمدی نژاد و تصورات عقب مانده رهبری، تنها دوره گذاری خواهد بود میان جمهوری سوم و جمهوری چهارم و کمک خواهد کرد تا ساختار جدید حکومت ایران با بسیج مردم و حرکت آنان متولد شود.اگرقراربودرهبری عاقلانه عمل کند،بهترین کارابطال انتخابات نهم وبرگزاری یک انتخابات آزادبامحوریت رفراندوم قانون اساسی بانظارت سازمان های بین المللی بود.

At present the Leader is courting people like Mr. Rafsanjani and Mr. Karroubi to stay around him, or trying to placate them (perhaps he himself has become frightened by the total dominance of the military and security people). But he does not understand that the gun does not easily accept an unarmed partner in power. Moreover, the logic of despotic power in general is to move toward concentration and monopoly. If the power base of this system was once the bazaar–clergy class, now that the gun has the first say, this class no longer plays a role either. He gives religious legitimacy to every kind of torture, beating and intelligence game, and fashions a juristic and religious cover for them. This way of governing calls for this kind of source of emulation, too.

3– As was said before, Mr. Ahmadinejad, the team behind him, and ultimately the Leader himself are also pragmatists. Now that they believe they have seized all power, they want to stay. So wherever they see that "the other side's force is overwhelming," especially on the foreign front, they will prefer to back down. Their main problem, however, is with the military and security camp. Once you let the genie out of the lamp, there is no telling whether it will do whatever you want. So the struggle will begin with the selection of the cabinet. Mr. Ahmadinejad's post-election honeymoon will end once ministers are chosen and the wrangling with the Majlis begins. The Ministry of Intelligence is the first place the Leader wants under his absolute control. I don't think Ahmadinejad or the Majlis will put up a fight. The Leader will want this precious apparatus run in the style of Saeed Emami. The way Saeed Emami was treated and then made to disappear was an alarm bell for everyone involved in the Ministry of Intelligence. Even so, at the cost of purging some of them, this apparatus will be brought back under his grip. The Foreign Ministry will also be under his direct supervision, and he will install someone like Mr. Velayati or Mr. Kharrazi himself. If it goes to someone else, you can be sure the IRGC men's power has overtaken the Leader from the very start and they have denied him the Foreign Ministry. The same struggles will take place over Oil, Commerce, the Ministry of Finance and the Plan Organization. The easy rule the Shah also sought will in practice, especially with the gun present in politics, not be so easy for the head of the despotic apparatus. In any case, the composition of the cabinet and its final shape will show very clearly what is going on inside the ruling military–security camp. We will have to wait until it is finalized.

4- The final point in the picture before us is the government's executive policies, especially in the economy. It seems that all the classic mistakes made in other countries and revolutions will be repeated in Iran as well. In a word, Mr. Ahmadinejad will go back to the First Republic and the policies of Engineer Mousavi's government. This promise may have appealed to part of society, and it also drew in most of Mr. Karroubi's votes. But they have ignored a major reality. The First Republic, or the Republic of War and Revolution, lasted from the victory of the revolution until the death of Imam Khomeini and the end of the war (1979 to 1989). During that decade, nearly all the intellectual prescriptions of the 1960s, that is, all those revolutionary instructions, were carried out. If it failed and per capita income fell from 4,000 dollars to 1,500, this was not an accidental problem but an essential one. In other words, those economic and executive policies were by their very nature doomed to fail. The Second Republic, known as the Republic of Terror (1989 to 1997), the period of Mr. Rafsanjani's presidency, is the story of an era in which the need for economic reform became apparent, but neglect of political, cultural and social reform led this period to failure as well. In this period the government understood in practice that to increase investment it had to make peace with the world and strengthen the private sector. What it did not understand was that this requires democracy and human rights, and that it cannot at the same time assassinate its opponents to consolidate its rule and record more than 300 assassinations at home and abroad on its file. The Third Republic was the Republic of Reform, lasting from 2 Khordad 1376 (May 1997) to 27 Tir 1384 (July 2005). This republic was a failed attempt at political, social and cultural reform and at making up for the weaknesses of the Second Republic. It did not take into account the reality that, within the framework of the country's current Constitution, such reforms are fundamentally impossible. So the economy remained in disarray, and the problems of freedom, civil society and human rights in the country were not solved either. Nor did reconciliation with the world take place. The failure of the Third Republic showed itself in the Seventh Majlis elections, and the "Ninth Election" put the final period at the end of the sentence. A Fourth Republic is on the way, and it will no longer take the form of an Islamic Republic. This republic will begin with a change of the Constitution. This is the solution dictated by the country's intractable problems. But instead of responding naturally and properly to this need, the Leader has gone in exactly the opposite direction. He thinks that if he adopts the very policies of the First Republic, the problems will be solved. He does not
notice at all that the course of the Islamic Republic and of Iranian society has naturally been born out of the failure of each stage. I remember that in the 1970s, when some members inside the People's Mojahedin Organization were becoming Marxists, the organization's leadership recommended more study of the organization's books and theories to stop this process. In practice, the more someone read those books, the sooner they became Marxist, because the problem lay in the foundations of that organization's theories. In exactly the same way, instead of properly analyzing the failures and problems of the Islamic Republic and following the natural course of events and the evolution of Iranian society and the world, the country's Leader has prescribed a return to the theories of the early revolution. He fails to see that the more you go back to those theories, the more serious the defeats you will suffer. Instead of a proper critique of those theories and a fundamental rethinking, greater insistence on them places two precipices before the regime. One is greater reliance on oil revenues, which have been rising lately. The other is intensified repression and suffocation of opponents. The first will only make the country's economic vertigo worse. In its short life so far, the Seventh Majlis injected 7 billion dollars from the Foreign Exchange Reserve Fund, which comes from increased oil revenues, into the country's economic cycle. All this did was leave behind a 25% inflation rate, and it solved no problem. Greater use of oil revenues will bring more unemployment, more inflation, and more rent-seekers and corrupt people. Then there is the repression of opponents. A friend used to say that if a dictator represses his opponents systematically and continuously, he will last. Such repression, however, has to be carried out in the style of Saddam Hussein. It requires a regime of that type, which is beyond the capacity of the current Leader and does not fit Iranian society. More importantly, it cannot be carried out in today's world. The world and the Middle East region have entered a stage that does not tolerate such systems. Even if you become a Saddam Hussein, in the end you will be removed by the force of foreign armies and troops. Moreover, this regime's dilemma is social freedoms, a problem the likes of Saddam Hussein did not have. The rulers are unable to suppress social freedoms, especially where women are concerned. On the other hand, if they do not restrict them, problems arise within their own ranks and among the forces that support them. Therefore Mr. Ahmadinejad's government and the Leader's backward notions will be no more than a transitional period between the Third Republic and the Fourth Republic. They will help the new structure of Iran's government to be born through the mobilization and movement of the people. If the Leader were to act wisely, the best course would be to annul the Ninth Election and hold a free election centered on a constitutional referendum, under the supervision of international organizations.
