“صبح نزدیک است” بیانیه در سالگرد انتشار فراخوان رفراندوم

یک سال قبل در چنین روزهایی فراخوان کوتاهی برای جمع آوری امضاء برای درخواست برگزاری رفراندوم روی قانون اساسی ایران منتشر شد. اگر چه در کمتر از پنج روز از سوی حکومت ایران، سایت کامپیوتری که برای جمع آوری امضاءجهت اعلام همراهی با این درخواست در نظر گرفته شده بود , مسدود شد، اما علی رغم این انسداد حدود 37هزار نفر موفق شدند که آن را امضاء کنند. بیش از 400 نفر از شخصیت های حقوقی و حقیقی فرهنگی و سیاسی، در داخل و خارج از کشور از این درخواست پشتیبانی کردند.

 بیش از 300 مقاله جدی در دفاع یا در نقد این کار نوشته و منتشر شد. دهها مصاحبه و میز گرد مطبوعاتی و رادیو تلویزیونی و سخنرانی پیرامون این پیشنهاد به عمل آمد: و مهم تر از همه آنکه طیف وسیعی از نیروهای سیاسی کشور در داخل و خارج، از روحانیون طراز اول تا اساتید دانشگاه ها، از چپ تا راست، از جمهوری خواه تا مشروطه طلب، از دانشجویان تا زندانیان سیاسی برای نخستین بار نشان دادند که می توانند حول یک خواسته مشخص  با حفظ مواضع و دیدگاه های خود، وحدت و همسویی و هم جهتی در عمل برقرار سازند. در داخل ایران انتشار سه بیانیه بعدی با امضاهای بیش از پانصد نفر از شخصیتهای برجسته سیاسی – دانشگاهی و دانشجویی داخل کشور و طرح خواستی نزدیک با خواست اصلی فراخوان، یعنی تغییر قانون اساسی و ساختار کشور و در خارج از ایران برگزاری سمینارها و گرد هم آیی در کشورهای مختلفی چون سوئد و آلمان و بلژیک نشان داد که بخش های مختلف جنبش رفراندوم می توانند ضمن هماهنگی با یکدیگرو تعقیب راهکار وحدت در روش با حفظ تمایزات سیاسی و ایدئولوژیک و استقلال عمل ، همسو با کل حرکت و به عنوان بخشی از این جنبش عمل نمایند.

حوادث سالیان گذشته و به خصوص چند ماه اخیر، کشور را در سراشیب بحران و سقوطی انداخته که سرنوشت تک تک ایرانی ها را در خطر قرار داده است. اقدامات دولت فعلی که در یک انتخابات غیر مشروع زمام کشور را به دست گرفته از جهت حجم ندانم کاری و غیر کارشناسی بودن و دردسر آفرینی در تاریخ کشور ایران بی سابقه است. دخالت حکومت در زندگی خصوصی مردم شدت گرفته و عدم امنیت مردم از دست عمال حکومت افزایش پیدا کرده است. فقر و تبعیض بیداد می کند و در شرایطی که درآمد نفت بیش از سه برابر شده است و حقوق کارمندان و کارگران باید لااقل به دو برابر افزایش بیابد، دولت و مجلس به باند بازی های جدید سیاسی مشغول هستند و دست روی دست گذاشته اند..

حوادث یک سال گذشته به روشنی نشان داد که امکان هیچ اصلاحی  در راستای فرایند تحقق خواست تاریخی ملت ایران مبنی بر برقراری دموکراسی و دستیابی به توسعه و پیشرفت  در چهارچوب قانون اساسی فعلی کشور وجود نداردو تعقیب سیاسی ناکارامد اصلاح از درون منجربه  حاکمیت تمام عیار اقتدارگرایان و افزایش دخالت و اختیارات ولی فقیه شد. برگزاری یک انتخابات مخدوش دیگر ثابت کرد که انتخابات آزاد , موثرومنصفانه و مفید به حال  ملک و ملت در داخل ساختار قدرت ممکن نمی باشد و از این رو,  برگزاری یک همه پرسی با نظارت نهادهای بین المللی مسئول , خواستی منطقی و معقول از سوی ملت ایران است. اکنون دو صف روشن در کشور و درمیان نیروهای سیاسی , به وجود آمده است. در یک صف نیروهایی قرار گرفته اند که معتقدند صاحب واقعی کشور و صاحبخانه مملکت مردم هستند. برای حل تمام مشکلات تنها یک راه موجود است، پرسیدن از صاحبخانه و کسب تکلیف از ملت ایران. بنابر این خواهان تغییر قانون اساسی فعلی هستند و معتقدند نهاد حکومت باید مبتنی بردموکراسی , اعلامیه جهانی حقوق بشر و میثاق های الحاقی آن بوده و تنها و تنها مشروعیت خود را از رأی مردم کسب نماید. پایه های قدرت حکومت نباید در نهادهای غیر منتخب مثل نهادهای دینی یا موروثی یا امتیازات طبقاتی و اشرافی قرار داشته باشد. همچنین حکومت نباید در امر دین و ایمان مردم دخالت نماید و باید نسبت به باورهای مردم و امور خصوصی زندگی آنان کاملاً بی طرف باشد. در سوی دیگر صف کسانی قرار گرفته است که با حفظ چهارچوب قانون اساسی فعلی، پایه مشروعیت حکومت را در جایی غیر از رأی و خواست مردم قرار می دهند و دست حکومت رادر دخالت در امور خصوصی مردم از جمله دین و ایمان آنان باز می خواهند و از این رهگذر بیشترین صدمه را در درجه اول به خود دین وارد می کنند.و در صورت تعقیب راه آنان ,یعنی راهی که هم اینک پیموده می شود, بحران های درون و بیرون جامعه تشدید  شده و کشور هر چه بیشتر در باتلاق خشونت و تباهی فرو می رود .

اما در این میان ,راه سومی وجود ندارد. آنان که در این میان مذبذب هستند و یکی برنعل و یکی بر میخ می کوبند وقت خود و ملت راتلف می کنند. دیر یا زود ناچار می شوند جای خود را در یکی از این دو صف تعیین نمایند.

این حجم عظیم استقبال و پشتیبانی و حرکت پس از انتشار یک فراخوان ساده برای امضای یک درخواست، حکایت از درستی هدف جنبش رفراندوم می کند. حرکت دموکراتیک و عیر خشونت آمیز و مبتنی بر مقاومت مدنی می تواند کشور را از وضع  بحرانی و گذرگاه پر آشوب فعلی به وضع مطلوب از طریق برگزاری یک همه پرسی هدایت کند.این بهتری

A year ago, in days like these, a short call was published to collect signatures requesting a referendum on Iran's Constitution. Yet the government and the Majlis are busy with new factional political games and sit idly by.

The events of the past year clearly showed that no reform toward the Iranian nation's historic demand for democracy, development and progress is possible within the framework of the country's current Constitution. The pursuit of the ineffective policy of reform from within led to the total rule of the authoritarians and to greater interference and powers for the Guardian Jurist (vali-e faqih, the Supreme Leader). Another flawed election proved that free, effective and fair elections that benefit the country and the nation are not possible within the power structure. Holding a referendum under the supervision of responsible international bodies is therefore a logical and reasonable demand of the Iranian nation.

Two clear camps have now emerged in the country and among its political forces. In one camp stand those who believe that the people are the true owners of the country and the masters of the house. In their view there is only one way to solve all problems: to ask the master of the house and seek the will of the Iranian nation. They therefore want to change the current Constitution. They believe that the institution of government must be based on democracy, the Universal Declaration of Human Rights and its supplementary covenants, and must derive its legitimacy solely and exclusively from the vote of the people. The foundations of the government's power must not lie in unelected institutions such as religious or hereditary ones, or in class and aristocratic privileges. Nor should the government interfere in matters of the people's religion and faith; it must be completely neutral toward people's beliefs and the private affairs of their lives.

In the other camp stand those who preserve the framework of the current Constitution and place the basis of the government's legitimacy somewhere other than the vote and will of the people. They want the government to be free to interfere in the private affairs of the people, including their religion and faith. In doing so, they inflict the greatest damage first and foremost on religion itself. If their path is pursued, the path being traveled right now, the crises inside and outside society will intensify, and the country will sink ever deeper into the swamp of violence and ruin.

But there is no third way between these two. Those who waver in between and try to have it both ways are wasting their own time and the nation's. Sooner or later they will be forced to take their place in one of these two camps.

This enormous welcome, support and mobilization following a simple call to sign a petition testifies to the soundness of the referendum movement's goal. A democratic, nonviolent movement based on civil resistance can lead the country out of its current crisis and turbulent passage to a desirable state by holding a referendum. This is the best
and least costly way to break the current deadlock and save the country.

The referendum movement is at the beginning of its road. Publishing the call was merely the introduction of a discourse, and the debates that followed have added to its depth and breadth. The movement's embryonic period has passed, and alignment has been established among those struggling for freedom. The next steps are these:

  • proper organization and coordinated action;
  • understanding the sensitivity of the current moment;
  • avoiding individual and self-centered demands and haste;
  • valuing collective work and minimal agreements;
  • suspending ideological and epistemological differences and left and right economic views until the democracy movement succeeds.

These steps can turn the people's civil resistance into a means of securing a referendum and provide the social backing it needs.
