این روزها مملکت پر شده از نظامی گری. صبح تا شب در تلویزیون رژه نیروهای نظامی و هارت و پورت برای دنیا پخش می شود. در دانشگاه ها بسیج را دائماً در چشم دانشجویان می کنند. در سیاست احزاب پادگانی شاخ و شانه می کشند و رهبر مملکت هم که رسماً چفیه بر گردن می اندازد که یعنی در حال جنگ است و در صحبت هایش هم از نظامی گری تقدیر می کند ودنیاراهم به جنگ می طلبد. درست مثل یک طبل تو خالی که صبح تا شب زیر گوش ملت صدا می کند. این همه اسلحه و نظامی گری برای چه؟ این همه رژه نظامی و توپ و تانک به رخ مردم گرسنه کشیدن برای چی؟ ظاهراً حکومت مدعی است که تبدیل به قدرت منطقه شده و دنیا و بخصوص آمریکائیها از او می ترسند و دیگر شیر هم جلو دارش نیست و البته در باطن می خواهد به ملت حالی کند که زورش زیاد است و در اوج قدرت است و بنابر این ملت خیال مخالفت را از سرش بیرون کند و مخالفین هم حساب کار خودشان را بکنند. چون حکومتی که مدعی است توی گوش آمریکا می زند، دیگر از چهار تا مخالف در داخل ترسی ندارد. آیا واقعاً اینطوری است؟ آیا واقعاً حکومت جمهوری اسلامی، تبدیل به قدرتی منطقه ای شده است؟


آیا کشور در یک ثبات واقعی و استحکام به سر می برد؟ برای بررسی این سؤال اجازه بدهید فعلاً از همان سیاست خارجی شروع کنم و خیلی ساده رابطه ایران با همسایگانش را بررسی کنم و بررسی قدرت در سیاست داخلی را که خود داستان مفصل دیگری است به مقاله جداگانه ای موکول کنم. این طبل در آنجا تو خالی تر است و اخیراً دیدیم که یک اعتراض ساده دانشجویان در دانشگاه امیرکبیرچگونه به این مشک پر باد سوزن زد.
از افغانستان که ضعیف ترین همسایه ما است شروع می کنم. افغانستان بیش از یک دهه است که حق ایران را بر سر آب هیرمند پایمال می کند و ایران هم کاری نمی کند. رودخانه هیرمند از کوههای اطراف کابل سرچشمه می گیرد. بیش از هزار کیلومتر در خاک افغانستان حرکت می کند و آنگاه وارد دشت سیستان می شود و این دومین رودخانه پر آب ایران در نهایت به دریاچه هامون می ریزد. در حدود هزار دهکده به همراه شهر زابل در این دشت قرار دارند. سیستان به عنوان انبار غله ایران معروف بوده و در دوره اسلامی گاهی خراج آن از خراج مصر بیشتر بوده است. این هموطنان ما که از نسل رستم و یعقوب لیث هستند، با بیش از نیم میلیون نفر جمعیت، با غرور و افتخار، قرن ها است که به کشاورزی اشتغال دارند و اقتصاد مسلط منطقه، اقتصاد کشاورزی است. وقتی افغانستان بر روی رودخانه هیرمند، سد” کجکی” را با طرفیت بیش از یک میلیارد متر مکعب احداث کرد. موضوع کشمکش بر سر آب هیرمند جدی شد. سرانجام در سال 1352 قراردادی معروف به قرارداد هویدا – شفیق، میان نخست وزیران وقت دو کشور به امضاء رسید. این قرارداد بسیار روشن و بی ابهام است و به موجب آن افغانستان موظف است که به طور خلاصه، نیمی از آب رودخانه را آزاد سازد تا به طرف ایران بیاید. جدول روشنی در قرارداد هست که نشان می دهد در هر ماه از سال چه مقدار آب باید به طرف ایران سرازیر شود. و در صورت بروز خشکسالی و کم شدن آب در پشت سد هم، پیش بینی شده که باضریب تقزیبا 2/1 باید آب به ایران بیاید. سهم پیش بینی شده ایران در قرارداد، هم آب مورد نیاز کشاورزان منطقه سیستان را تأمین می کند و هم دریاچه هامون رادایر نگه می دارد و مشکل زیست مجیطی ایجاد نمی شود. اما و صد اما که دولت افغانستان برای ایران گردن کلفتی می کند و جلوی آب را گرفته است. آن موقع که دولت طالبان برسرکار بود، رسماً قرارداد را قبول نداشت و ایران هم کاری نمی کرد، فقط چون حاکمیت طالبان مترادف با سال های خشکسالی بود، به مردم منطقه گفته می شد که خشکسالی عامل اصلی خشک شدن رودخانه است. اما بعد از سرکار آمدن دولت آقای کرزایی و سقوط طالبان و رفع خشکسالی هم قصه همچنان باقی است. در زمان آقای خاتمی که حامد کرزایی به ایران آمد، وقتی موضوع آب هیرمند مطرح شد، افغانستان آن را احاله به کمیسیون مشترکی که بعداً تشکیل شود نمود و رئیس جمهوری ایران هم پذیرفت. دو ماه قبل هم، رئیس مجلس ایران در سفر به سیستان، نبودن آب در هیرمند ایران را به دروغ به مشکل امنیت در افغانستان مربوط کرد و البته آنچه باقی مانده چهره دشت سوخته سیستان است و صورت های سوخته تر مردمان فقیر این دیار. از آقای خامنه ای باید پرسید که آن چفیه را برای چه کسی به گردنش بسته است. وقتی نمی تواند حتی دولت افغانستان را وادار کند که قراردادی به این روشنی را اجرا کند، برای کی در دنیا شاخ وشانه می کشد. آیا هیچ وقت به نیم میلیون هموطن فقیر شده ما در سیستان فکر کرده و اصلاً برایش مهم است که مردمی با این سابقه نجابت و شرافتی که زبانزد تاریح است، چطور امروزه به ورطه فقر و نابودی افتاده اند؟ کاشکی از آن دوازده هزار دلاری که به هر خانواده لبنانی دادند فقط هزار دلارش را به خانواده های سیستانی می دادند تا این طور پیت بنزین به دست، چندین کیلومتر را پیاده طی نکنند تا چند تومانی از فروش بنزین در آن طرف مرز به دست بیاورند. از دولت منصوب آقای خامنه ای و رئیس جمهور منتخب او انتظاری نمی توان داشت. چون این رئیس جمهوری، فعلاً سرش به شو درست کردن دراستان ها و مسخره بازی برای مطبوعات دنیا درآوردن ونامه به این وآن نوشتن وکنفرانس برای نژاد پرستان درست کردن گرم است، انتظار هیچ کار حسابی و با فهمی از این دولت نمی توان داشت. اما چون مسئولیت این دولت، تمام و کمال بر دوش مقام رهبری است، او باید پاسخ بدهد. او باید جواب ملت ایران و هموطنان سیستانی ما را بدهد که چرانمی تواند قرارداد هویدا- شفیق را اجرا کند و سهم ایران ازآب هیرمند رابه طور دائم در دشت سیستان جاری سازد. ببخشید که کمی قلم به تندی رفت. اما باور کنید که هر وقت به منظره غم انگیز رودخانه خشک هیرمند و دریاچه خشک تر هامون فکر می کنم، حالتم دگرگون می شود. سه سال پیش وقتی برای سخنرانی در دانشگاه زابل رفته بودم تا نزدیکی خط مرزی رفتم و از چندین روستا هم بازدید و با مردمانش صحبت کردم. مطمئنم شما هم اگر جای من بودید بغض گلویتان را می گرفت و هرگاه هم که بیاد آن می افتادید از خود بی خود می شدید. یادم نمی رود وقتی از یکی از دانشجویان سیستانی، از معیشت مردم و ممر درآمد آنها، در غیبت درآمد کشاورزی که با خشک شدن رودخانه پیش آمده پرسیدم، اشک در چشمانش حلقه زد و سرش را پایین انداخت و گفت بسیاری از خانواده ها به دلیل فقر به هر کاری تن در می دهند و صدایش برید.
به سراغ خلیج فارس برویم و ماجرای سه جزیره، یعنی تنب بزرگ و تنب کوچک و ابوموسی. حفظ امنیت و حاکمیت این سه جزیره با ایران است اما ساکنین جزیره ابوموسی از اهالی شارجه هستند که باید بتوانند آزادانه رفت و آمد کنند. چند سال پیش بعد ار بی تدبیری فرماندار وقت ابوموسی که تابع استانداری هرمزگان است و بخشی از ساکنین شارجه ای جزیره راراه نداد،جنجالی درست شد وامارات متحده ادعای حاکمیت براین سه جزیره را مطرح کرد. در سالیان طولانی که آقای ولایتی وزیرخارجه ایران بود علیرغم درخواست های مکررش، وزیر خارجه امارات، که تا شیراز هم به زور می آمد حتی حاضر نشد برای مذاکره به تهران بیاید. درعوض در هز اجلاسی از کشورهای عربی و در هر نشستی از شش کشور خلیج فارس، سند پشت سند درست و امضاء کرده اند که این سه جزیره عربی است. چهار سال پیش در اجلاس سران کشورهای عربی در بیروت، سندی را تهیه و امضاء کردند که باز ادعای عربی بودن این سه جزیره را دارد. پای این سند را دولت سوریه و رهبران فلسطین هم امضاء کرده اند. همین ها که رهبران ایران آنقدر سنگشان را به سینه می زنند. در عوض منافع ملی ما در عرصه جهانی را به پای همین حضرات قربانی کرده اند. به هر صورت دولت امارات با همدستی تمام عرب ها فعلاً مدعی این سه جزیره شده است و خیلی راحت به جای “خلیج فارس” واژه “خلیج” را در هر اجلاس وسند رسمی هم به کار می برد بدون آنکه با اعتراض جدی از جانب حکومت ایران مواجه شود و یکبار برای همیشه این ادعای واهی امارات تمام شده اعلام شود. اگر هم اعتراضی هست از جانب ملت است و بخصوص جوان ها که دیدیم چه به روزگارنشریه نشنال جئوگرافی آوردند. درعوض کشورهرروزبیشتربه امارات و بخصوص شیخ نشین دبی وابسته می شود. از تجار کشور تا بانک ها از سرمایه های مردم عادی تا خانواده های دوم و سوم مقامات، همگی در دبی هستند و فعلاً که این مقدار وابستگی به دبی صدای حکومت را بریده است. حکومت جمهوری اسلامی نمی تواند حق ایران را در خلیج فارس با قاطعیت بگیرد و یکبار برای همیشه از امارات بخواهد که صحبت از این ادعای واهی را دیگر مطرح نکند. درخلیج فارس استخوان لای زخم مانده است.
اما با عراق مشکل از این هم جدی تر است. قرارداد 1975 الجزایر که تکلیف مرزهای غربی کشور و بخصوص آبراه شط العرب را معلوم کرده در حالت تعلیق به سر می برد. صدام حسین خودش در سال 75 در الجزایر توافق اولیه این قراداد را با شاه ایران امضاء کرد و وزیر خارجه اش سعدون حمادی با خلعتبری وزیر خارجه وقت ایران، زیر سند نهایی را امضاء گذاشته است.اما همین حضرت در سال 59 زیر این قرارداد زد و به ایران حمله کرد. طی دو سال اول جنگ، ایران موفق شد دشمن را از خاک خودش بیرون کند و بعد هم 6 سال دیگر جنگ را ادامه داد به امید آنکه بصره را بگیرد و زورش نرسید. حاصل این جنگ خونین و بی حاصل 8 ساله، غیر ازحدود 265 هزار کشته و بیش از نیم میلیون معلول برای ایران ( و احتمالاً همین مقدار هم برای عراق) و میلیاردها دلار خسارت برای طرفین، امضای قطعنامه 598 شورای امنیت سازمان ملل بود که در آن تکلیف شده تا طرفین به پشت مرزهای شناخته شده بین المللی برگردند. یعنی یک واژه کشدار و نامعین که تکلیف قرارداد 1975 را با قاطعیت روشن نمی کند. به همین دلیل در اولین نشست ولایتی و طارق عزیز ( وزرای خارجه دو کشور) پس ازجنگ در ژنو، عراقی ها با صراحت اعلام کردند که قرارداد 1975 را قبول ندارند و باید قراردادی از نو نوشته شود. متأسفانه نزدیک بود که ایران هم این شرط را بپذیرد اما خوشبختانه حمله عراق به کویت در سال 1991 و التیماتوم دنیا به رژیم عراق و بعد هم حمله متحدین به رهبری آمریکائیها، عراق را وارد سیری کرد که انتهای آن تسخیر عراق توسط آمریکائیها و انگلیسی ها در سال 2003 بود. رزیم صدام سقوط کرد وخودش هم سرانجام اعدام شد و اکنون دولت منتخب مردم در عراق حکومت می کند. اما حکام تهران تاکنون حتی یک کلمه در مورد ضرورت اجرای قرارداد 1975 الجزایر بر زبان نیاورده اند. شاه بیت قراداد 1975، برقراری خط تالوگ (خط القعر) به جای خط میانه به عنوان مرز دو کشور در آب راه شط العرب است که توسط عراق نقض شده و می شود. اما ایران صدایش در نمی آید و آنقدری که دنبال شلوغ کردن در عراق و یا مقابله با آمریکائیها در آن جا است دنبال گرفتن حق ایران در این آب راه نیست. یکی دو بار هم تاکنون رهبران فعلی عراق نق زده اند و به رهبران ایران گفته اند که فعلاً نمی توانند صحبت از قرارداد 1975 الجزایر بکنند چون مردم عراق حساس هستند. اما معلوم نیست چرا حکام تهران نسبت به مردم ایران همین حساسیت را ندارند. به هر حال قرارداد 1975 الجزابر، قراداد خوبی است که روشن و مشخص تکلیف مرزهای غربی ایران از خرمشهر تا مرز ترکیه را معلوم می کند واززمان عهدنامه ذهاب در عصر شاه صفی صفوی تا کنون، اولین باری است که در یک ساختار محکم حقوقی و بدون ابهام، این بخش از مرز ایران تعیین تکلیف شده وهیچکس هم حق ندارد یک قدم از آن عقب بنشیند. متأسفانه تا اینجای کار حکام تهران نتوانسته اند این قرارداد را به اجرا درآورند.
اما مهم ترین باخت سیاست خارجی ایزان در ارتباط با همسایگان، در دریای خزر است که روس ها بازورگویی و باجگیری حق ایران را پایمال کرده اند. به موجب قوانین بین المللی، تکلیف دریاچه های مشترک در میان کشورها، براساس قراردادهای فی مابین معلوم می شود. تکلیف این بزرگترین دریاچه دنیا به موجب قرارداد 1940 میان اتحاد جماهیر شوروی سوسیالیستی و دولت شاهنشاهی ایران معلوم شده است. اکنون که هر دو رژیم سقوط کرده اند، جمهوری روسیه تمام تعهدات دولت شوروی را پذیرفته، همان طورکه صندلی سازمان ملل شوروی و حق وتوی آن در شورای امنیت را بدست آورده ودولت جمهوری اسلامی هم متعهد به انجام تعهدات حکومت قبلی ایران است. این توضیح واضحات از حقوق بین الملل را باید اینجا بد هم چون چندسال پیش روزنامه پراودا با پررویی تمام مدعی شده بود که به دلیل سقوط دولت سوسیالیستی شوروی، جمهوری روسیه مسئولیتی برای انجام تعهدات آن دولت در دریای خزر ندارد. به موجب قرارداد 1940 میان دو کشور، دریای خزر همچون یک دریای آزاد در نظر گرفته شده و طرفین یک حاشیه مرزی دارند وبقیه دریا، رو و زیر آب، آزاد و بین المللی است. حاکمیت سیاسی بر دریا هم به نسبت 50/50 میان دو کشور تقسیم شده است. پس از فروپاشی شوروی، ما با چهار کشور آذربایجان، روسیه، قزاقستان و ترکمنستان در این دریا هم مرز شدیم. اولین ضربه از اینجا بود که این کشورهای نوبنیاد به همراه روسیه مدعی شدند که حاکمیت سیاسی 50 درصدی ایران را قبول ندارند و باید رژیم حقوقی جدیدی برای دریای خزر تعریف شود و حق قانونی ایران را نقض کردند وایران هم رضایت داد. پس از آن روس ها طرح بسیار اجحاف آمیز و زورگویانه ای را مطرح کردند. به موجب این طرح، روی دریا برای کشتیرانی مشاع و آزاد می شود. یعنی مرزهای بین المللی برداشته می شود. این امر برای ایران که به زور چند قایق کوچک ماهیگیری در دریای خزر دارد هیچ فایده ای ندارد. اما روسیه و قزاقستان دو قدرت اتمی در این دریا هستند و به این ترتیب کشتی های نظامی آنها می توانند تا کنار بنادر انزلی و نوشهر و ترکمن و تمام شهرهای حاشیه دریای خزرما بیایند و لنگر بیاندازند و تمام سواحل مارا تهدید کنند. به موجب همین طرح، در زیر دریا که امروزه معلوم شده سرشار از نفت و گاز است، ایران از حق خود محروم شده است. روس ها می گویند که دوسر ساحل هر کشور را به هم وصل می کنیم و منطقه زیر دریا حد فاصل این خط فرضی و ساحل هر کشور سهم آن کشور از زیر دریا است. به این ترتیب سهم ایران از زیر دریا فقط 8 درصد می شود. آن هم بخشی که هیچ منبع گاز یا نفتی ندارد. الآن مدتها است که ایران برای 20 درصد سهم از زیر دریا گدایی می کند و تازه وقتی آقای خرازی وزیرخارجه دولت آقای خاتمی به مسکو رفت و کلی گردن کج کرد، آقای پوتین ، رئیس جمهوری روسیه به سختی قول داد که برای سهم 16 درصدی ایران تلاش می کند. بازهم 16 درصدی که فاقد منابع اصلی نفت و گاز است و بدتر از آن این که وقتی در نشست رهبران پنج کشور حاشیه دریای خزر در ترکمنستان، آقای خاتمی صحبت از تشکیل کمیسیون فنی و حقوقی برای مطالعه و تدوین رژیم حقوقی جدید برای دریای خزر می کرد، پوتین با تحکم و تشر حرف او را برید و گفت که این کارها زیاد طول می کشد و ایران می خواهد دفع الوقت کند و روسیه نمی تواند صبر کند و با قراردادهای دو جانبه با هریک از کشورها تکلیف را معلوم خواهد کرد. بعد هم که از جلسه بیرون آمد به خبرنگاران همین را اعلام کرد و گفت که در تابستان ( تابستان 2003) یک مانور نظامی در دریای خزر خواهد گذاشت که یعنی تهدید و زورگویی و همین کار را هم کرد. طبق معمول رئیس جمهوری ایران هم تنها کاری که کرد از شدت عصبی شدن، کمرش درد گرفت و 24 ساعت در اقامتگاهش بستری شد وهمین. بعد هم روسیه دست به کار قراردادهای دوجانبه شد.حالا ما مانده ایم و دست خالی و دلمان خوش است که با سیاست دفع الوقت چیزی را امضاء نکرده ایم. سه سال پیش که این مسائل مطرح شد، از شدت عصبانیت و توهینی که احساس می کردم رئیس جمهوری روسیه نه به رئیس جمهوری بلکه به تمام ملت ایران کرده است سه شب خوابم نمی برد و در مقاله تندی که روی سایت آل ایران(ALLIRAN.COM )متعلق به خودم نوشتم موضوع را مطرح کردم و بعد هم در یک سخنرانی در دانشکده فنی دانشگاه شهید چمران برای دانشجویان توضیح دادم که قاجارها در تاریخ ایران سمبل بی لیاقتی و بی عرضگی هستند. اما همین قجرهای بی عرضه لا اقل بر سر ولایات قفقازیه طی دو جنگ با همین روس ها سال ها جنگیدند و وقتی شکست خوردند به صلح را ضی شدند و یا بر سر ناحیه هرات نزدیک به 60 سال با انگلیسی ها جنگیدند و وقتی زورشان نرسید به قرارداد پاریس و جدایی هرات رضایت دادند. اما حکام تهران،حتی یک اعتراض علنی هم به جدایی بخش بزرگی از دریای خزر از ایران و نقض قرارداد 1940 توسط روس ها نمی کنند. البته یک ماه بعد از آن سخنرانی دستگیر شدم. سایت “آل ایران” بسته شد و مدیر و تنی چند از کارکنان سایت از جمله پسرم هم دستگیر شدند و بعد از تحمل سلول انفرادی به زندان های تعلیقی محکوم شدند و خودم هم فعلاً به 6 سال زندان محکوم شده ام. جالب است که بعدها شنیدم حتی به روزنامه ها هم ابلاغ کرده اند که راجع به این موضوع و حق ایران در دریای خزر چیزی ننویسند. من واقعاً نمی فهمم که آقای خامنه ای به عنوان رهبر کشور و مسئول اصلی تمام سیاست های حکومت به خصوص سیاست خارجی، چه بدهی به روسها دارد که اینطور همه چیز مملکت را به آنها واگذار می کند. آنهم روس هایی که از زمان قدرت گرفتن در زمان پطر در اواخر ص
فویه تاکنون بدترین همسایه ما بوده اند وبیشترین تجاوز را به خاک ما کرده و هنوز هم می کنند. آیا واقعاً این مقدار نادانی در سیاست خارجی ما هست که مثلاً برای دشمنی با آمریکا باید اینطور دو دستی مملکت را تقدیم روس ها کرد و اجازه داد تا آنها با کارت سفید ایران در جیبشان در هر مذاکره بین المللی شرکت کنند و برای خودشان امتیاز بگیرند؟ بعد هم در تمام ارکان سازمان های امنیتی و نظامی ما حضور داشته باشند و از تمام این جنغولک بازی انرژی هسته ای هم، سودش به جیب روس ها برود و دودش به چشم ملت ایران. یعنی واقعاً این مقدار نادانی در سیاست خارجی مقام رهبری و حکومت او هست که پای دشمنی با آمریکا یا هر جهنم دره دیگری در این دنیا، اینطور منافع ملی ما را به پای قدرت متجاوزی مثل روسیه قربانی میکنند؟ اگر اینطوری است و نادانی تا این حد است که به قول امام حسین باید گفت ” علی الاسلام سلاما”. واقعاً وای به حال مملکت و ملت ایران. و اگر حساب دیگری است چرا روشن اعلام نمی شود تا ملت هم دلیل این کارها را بفهمد. گاهی با خودم فکر می کنم، نکند روس ها آنقدر در دستگاه های امنیتی و نظامی ما حضور دارند که می توانند این کارهار را به کشور تحمیل کنند. چون بعد از فروپاشی شوروی مغزهای علمی فیزیک و ریاضی و شیمی و علوم دیگرشان گیر کشورهای غربی آمد و بخشی از تفاله های ک گ ب و آدم کش های حرفه ای سازمان امنیت اشان گیر ایران. سهل است از سایر کشورهای بلوک شرق مثل رومانی هم به آنها اضافه شدند. به هرصورت، پشت پرده هر چه هست و هر چه که می گذرد دیر یا زود روشن خواهد شد. اما در حال حاضر آنچه روشن است این است که به دستور مقام رهبری و اذناب ایشان، مملکت دو دستی تسلیم روس ها شده است و آنها هم مثل دوره قاجاریه که شخص شاه وولیعهدش را تحت الحمایه می گرفتند، فعلاً دارند از مقام رهبری و ولیعهدش آقا مجتبی حمایت می کنند.
به نظرم در پاسخ به تمام این نظامی گری ها و قلدری هایی که حکومت در ظاهر برای دنیا و در باطن برای مردم ایران می کند، ملت ایران تنها باید یک خواست و توقع را جلوی پای آقای خامنه ای و حکومت او بگذارد و آن هم اجرای قرارداد 1940 و گرفتن حق ایران از روس ها است. مادامی که این کار رانکرده اند باقی ادعاها و هارت و پورت ها، باد هواست.
تا اینجای کار مطمئن باشید به لحاظ بی عرضگی و برباددادن مملکت، تاریخ قضاوتی تندتر و تلخ تر از قاجاریه، در مورد جمهوری اسلامی و به خصوص شخص آقای خامنه ای خواهد کرد.

In his speeches he praises militarism and challenges the world to a fight. It is just like a hollow drum beating in the nation's ear from morning to night. What is all this weaponry and militarism for? Why flaunt all these military parades, cannons and tanks before a hungry people? Ostensibly, the regime claims that it has become a regional power, that the world, and especially the Americans, are afraid of it, and that not even a lion can stand in its way. Underneath, of course, it wants to make the nation understand that it is very strong and at the height of its power, so the nation should put any thought of opposition out of its head and the opponents should know their place. After all, a regime that claims to slap America in the face has no fear of a handful of opponents at home. Is this really so? Has the Islamic Republic really become a regional power?


Is the country truly stable and secure? To examine this question, allow me to start with foreign policy for now and, quite simply, look at Iran's relations with its neighbors. I will leave the examination of power in domestic politics, which is a long story in its own right, to a separate article. There the drum is even hollower, and we recently saw how a simple protest by students at Amirkabir University pricked this inflated bag of wind.
I will begin with Afghanistan, our weakest neighbor. For more than a decade Afghanistan has been trampling Iran's right to the waters of the Helmand (Hirmand), and Iran does nothing. The Helmand River rises in the mountains around Kabul and flows for more than a thousand kilometers through Afghan territory before entering the Sistan plain. This second-largest river of Iran ultimately empties into Lake Hamun. Some one thousand villages, along with the city of Zabol, lie on this plain. Sistan was known as Iran's granary, and in the Islamic era its tribute at times exceeded that of Egypt. These compatriots of ours, descendants of Rostam and Ya'qub-e Leys, number more than half a million. For centuries they have worked the land with pride and honor, and the dominant economy of the region is agriculture. When Afghanistan built the Kajaki Dam on the Helmand, with a capacity of more than one billion cubic meters, the dispute over the Helmand's water became serious. Finally, in 1352 (1973), an agreement known as the Hoveyda–Shafiq agreement was signed between the two countries' prime ministers of the time. This agreement is very clear and unambiguous. In short, it obliges Afghanistan to release half of the river's water to flow toward Iran. The agreement contains a clear table showing how much water must flow toward Iran in each month of the year. In the event of drought and reduced water behind the dam, it stipulates that water must still reach Iran at a ratio of roughly one-half. Iran's share as set out in the agreement both meets the water needs of the farmers of the Sistan region and keeps Lake Hamun alive, so that no environmental problem arises. But, and a hundred times but, the Afghan government is throwing its weight around with Iran and has cut off the water. When the Taliban government was in power, it officially rejected the agreement and Iran did nothing. Because Taliban rule coincided with years of drought, the people of the region were simply told that drought was the main reason the river had dried up. But even after Mr. Karzai's government came to power, the Taliban fell and the drought ended, the story remains the same. In Mr. Khatami's time, when Hamid Karzai came to Iran and the issue of the Helmand's water was raised, Afghanistan referred it to a joint commission to be formed later, and Iran's president accepted. Two months ago, the Speaker of Iran's Majlis, on a trip to Sistan, falsely attributed the absence of water in Iran's stretch of the Helmand to the security problem in Afghanistan. What remains, of course, is the scorched face of the Sistan plain and the even more scorched faces of the poor people of this land. Mr. Khamenei should be asked for whom he has tied that chafiyeh around his neck. When he cannot even force the government of Afghanistan to implement an agreement this clear, who in the world is he flexing his muscles at? Has he ever thought about our half-million impoverished compatriots in Sistan? Does it even matter to him how a people whose nobility and honor are proverbial in history have today fallen into the abyss of poverty and ruin? If only, out of the twelve thousand dollars they gave to each Lebanese family, they had given just one thousand to Sistani families. Then they would not have to walk several kilometers with gasoline cans in hand to earn a few tomans by selling gasoline across the border. Nothing can be expected of Mr. Khamenei's appointed government and his chosen president. This president is currently busy staging shows in the provinces, clowning for the world press, writing letters to this person and that, and organizing conferences for racists, so nothing sensible or intelligent can be expected of this government. But since responsibility for this government rests entirely on the shoulders of the Leader, he must answer. He must explain to the nation of Iran and to our Sistani compatriots why he cannot implement the Hoveyda–Shafiq agreement and make Iran's share of the Helmand's water flow permanently in the Sistan plain. Forgive me if my pen has grown a little harsh. But believe me, whenever I think of the heartbreaking sight of the dry Helmand River and the even drier Lake Hamun, I am overcome. Three years ago, when I went to give a lecture at the University of Zabol, I went up close to the border line, visited several villages and spoke with their people. I am sure that if you had been in my place, you too would have felt a lump in your throat, and you would be beside yourself whenever you remembered it. I will never forget one Sistani student. I asked him how people make a living, and where their income comes from now that the river has dried up and farming income is gone. Tears welled in his eyes, he lowered his head and said that because of poverty many families resort to doing anything, and his voice broke.
Let us turn to the Persian Gulf and the affair of the three islands: Greater Tunb, Lesser Tunb and Abu Musa. Security and sovereignty over these three islands rest with Iran, but the residents of Abu Musa are from Sharjah and must be able to come and go freely. Some years ago the then governor of Abu Musa, which falls under Hormozgan Province, ineptly refused entry to some of the island's Sharjah residents. A furor followed, and the United Arab Emirates raised a claim of sovereignty over all three islands. During the long years when Mr. Velayati was Iran's foreign minister, he repeatedly invited the UAE foreign minister to Tehran for negotiations. The UAE minister would barely come as far as Shiraz and refused even to come to Tehran. Instead, at every meeting of the Arab countries and every session of the six Persian Gulf states, they have drafted and signed document after document declaring these three islands Arab. Four years ago, at the Arab summit in Beirut, they drafted and signed yet another document claiming that these three islands are Arab. The Syrian government and the Palestinian leaders signed this document too. These are the very people Iran's leaders champion so fervently. In return, our rulers have sacrificed our national interests on the world stage for the sake of these very gentlemen. In any case, the UAE government, in collusion with all the Arabs, now claims these three islands. It quite casually uses the word "Gulf" instead of "Persian Gulf" at every meeting and in every official document, without facing any serious protest from the Iranian government. The regime has never declared this baseless claim closed once and for all. If there is any protest, it comes from the nation, and especially from the young, who, as we saw, gave National Geographic magazine a hard time. Meanwhile, the country becomes more dependent every day on the UAE, and especially on the sheikhdom of Dubai. From the country's merchants to its banks, from ordinary people's capital to the second and third families of officials, everyone is in Dubai, and for now this degree of dependence on Dubai has silenced the regime. The Islamic Republic cannot firmly assert Iran's right in the Persian Gulf and tell the UAE once and for all to stop raising this baseless claim. In the Persian Gulf, a bone remains lodged in the wound.
With Iraq, however, the problem is even more serious. The 1975 Algiers Agreement, which settled the country's western borders and especially the Shatt al-Arab (Arvand Rud) waterway, is in a state of limbo. Saddam Hussein himself signed the initial agreement with the Shah of Iran in Algiers in 1975. His foreign minister, Saadoun Hammadi, and Iran's then foreign minister, Khalatbari, signed the final document. But this same gentleman reneged on the agreement in 1359 (1980) and attacked Iran. During the first two years of the war, Iran succeeded in driving the enemy from its soil. It then continued the war for another six years in the hope of taking Basra, but it lacked the strength. Iran suffered about 265,000 dead and more than half a million disabled (and Iraq probably as many), and both sides suffered billions of dollars in damage. Beyond that, the outcome of this bloody and fruitless eight-year war was the acceptance of UN Security Council Resolution 598. That resolution required the parties to withdraw behind internationally recognized borders, an elastic, indeterminate term that does not decisively settle the status of the 1975 agreement. For this reason, at the first postwar meeting between Velayati and Tariq Aziz (the two countries' foreign ministers) in Geneva, the Iraqis stated explicitly that they did not accept the 1975 agreement and that a new agreement had to be written. Unfortunately, Iran very nearly accepted this condition. Fortunately, Iraq's invasion of Kuwait in 1991, the world's ultimatum to the Iraqi regime and the subsequent attack by the allies under American leadership set Iraq on a course that ended with its occupation by the Americans and the British in 2003. Saddam's regime fell, he himself was eventually executed, and a government elected by the people now governs Iraq. Yet Tehran's rulers have so far not uttered a single word about the need to implement the 1975 Algiers Agreement. The centerpiece of the 1975 agreement is the thalweg line (the line of the deepest channel), rather than the median line, as the border between the two countries in the Shatt al-Arab. Iraq has violated this and continues to violate it. But Iran keeps silent. It is far less keen on securing Iran's right in this waterway than on stirring up trouble in Iraq or confronting the Americans there. Once or twice, Iraq's current leaders have complained to Iran's leaders that they cannot talk about the 1975 Algiers Agreement for now because the Iraqi people are sensitive about it. It is not clear why Tehran's rulers do not show the same sensitivity toward the people of Iran. In any case, the 1975 Algiers Agreement is a good agreement. It clearly and specifically settles Iran's western borders from Khorramshahr to the Turkish border. Since the Treaty of Zohab in the reign of the Safavid Shah Safi, this is the first time that this section of Iran's border has been settled within a firm and unambiguous legal framework, and no one has the right to retreat a single step from it. Unfortunately, Tehran's rulers have so far failed to implement this agreement.
But the most important loss in Iran's foreign policy toward its neighbors is in the Caspian Sea, where the Russians have trampled Iran's rights through bullying and extortion. Under international law, the status of lakes shared by several countries is determined by the agreements between them. The status of this, the world's largest lake, was determined by the 1940 agreement between the Union of Soviet Socialist Republics and the Imperial Government of Iran. Both regimes have since fallen. The Russian Republic has accepted all the obligations of the Soviet government, just as it took over the Soviet seat at the United Nations and its veto in the Security Council. The Islamic Republic is likewise bound by the obligations of Iran's previous government. I have to spell out this self-evident point of international law because some years ago the newspaper Pravda brazenly claimed otherwise. It argued that because the socialist Soviet state had fallen, the Russian Republic bore no responsibility for fulfilling that state's obligations in the Caspian. Under the 1940 agreement between the two countries, the Caspian is treated like an open sea. Each side has a coastal border strip, and the rest of the sea, both the surface and the seabed, is free and international. Political sovereignty over the sea is also divided 50/50 between the two countries. After the collapse of the Soviet Union, we came to share this sea with four countries: Azerbaijan, Russia, Kazakhstan and Turkmenistan. The first blow came when these newly founded countries, together with Russia, announced that they did not accept Iran's 50-percent political sovereignty and that a new legal regime had to be defined for the Caspian. They violated Iran's legal right, and Iran consented. After that, the Russians put forward a highly unjust and bullying plan. Under this plan, the surface of the sea becomes common and open to shipping, meaning that international borders are removed. This is of no use to Iran, which barely has a few small fishing boats on the Caspian. But Russia and Kazakhstan are the two nuclear powers on this sea. Under this plan, their warships can come right up to the ports of Anzali, Nowshahr and Torkaman and all our Caspian coastal cities, drop anchor and threaten our entire coastline. Under the same plan, Iran has been deprived of its right to the seabed, which has now proven to be rich in oil and gas. The Russians say they will draw a line connecting the two ends of each country's coastline. The seabed between that imaginary line and each country's coast will be that country's share. In this way Iran's share of the seabed comes to only 8 percent, and a part with no gas or oil resources at that. For a long time now Iran has been begging for a 20-percent share of the seabed. Mr. Kharrazi, the foreign minister in Mr. Khatami's government, went to Moscow and bowed and scraped a great deal, and only then did Russian President Putin grudgingly promise to work toward a 16-percent share for Iran. Again, that is 16 percent without the main oil and gas resources. Worse still was the summit of the leaders of the five Caspian littoral states in Turkmenistan. Mr. Khatami was speaking about forming a technical and legal commission to study and draft a new legal regime for the Caspian. Putin cut him off imperiously and sharply. He said these things take too long, Iran wanted to stall, Russia could not wait, and it would settle the matter through bilateral agreements with each country. After leaving the meeting he announced the same to reporters. He added that in the summer (summer 2003) he would hold a military exercise in the Caspian, which amounted to a threat and an act of bullying, and he did just that. As usual, Iran's president did only one thing: he grew so agitated that his back gave out and he was confined to bed at his residence for 24 hours, and that was all. Russia then set about concluding bilateral agreements. Now we are left empty-handed, consoling ourselves that with our stalling policy we have not signed anything. Three years ago, when these issues came up, I could not sleep for three nights. I was furious, and I felt that the Russian president had insulted not just our president but the entire Iranian nation. I raised the issue in a harsh article on my own website, Alliran (ALLIRAN.COM). Then, in a lecture at the Faculty of Engineering of Shahid Chamran University, I explained to the students that the Qajars are the symbol of incompetence and ineptitude in Iranian history. Yet these same inept Qajars at least fought these very Russians for years over the Caucasian provinces in two wars, and only when they were defeated did they accept peace. They also fought the British for nearly 60 years over the Herat region, and only when they lacked the strength did they accept the Treaty of Paris and the separation of Herat. Tehran's rulers, by contrast, have not made even one public protest against the Russians' severing of a large part of the Caspian from Iran and their violation of the 1940 agreement. Of course, a month after that lecture I was arrested. The Alliran site was shut down, and its director and several staff members, including my son, were arrested. After enduring solitary confinement they were given suspended prison sentences, and I myself have for now been sentenced to six years in prison. Interestingly, I later heard that the authorities had even instructed newspapers not to write anything about this matter or about Iran's rights in the Caspian. Mr. Khamenei is the country's Leader and the person chiefly responsible for all the regime's policies, especially foreign policy. I truly do not understand what debt he owes the Russians that he hands everything in the country over to them like this. These are the same Russians who, ever since they rose to power under Peter in the late
Safavid era, have been our worst neighbor and have committed more aggression against our territory than anyone else, and still do. Is there really this much ignorance in our foreign policy? For the sake of enmity with America, must the country be handed over to the Russians on a platter? Must they be allowed to sit at every international negotiation with an Iranian blank check in their pocket and win concessions for themselves? Must they then have a presence in every pillar of our security and military organizations, while from all this nuclear-energy hocus-pocus the profit goes into the Russians' pockets and the smoke gets in the eyes of the Iranian nation? Is there really this much ignorance in the foreign policy of the Leader and his regime that, for the sake of enmity with America or any other godforsaken hole in this world, they sacrifice our national interests to an aggressive power like Russia? If so, and the ignorance runs this deep, then in the words of Imam Hossein one must say, "Ala al-Islam al-salam" (Farewell to Islam). Truly, woe to the country and the nation of Iran. And if there is some other calculation at work, why is it not announced clearly so the nation can understand the reason for these actions? Sometimes I wonder whether the Russians are so present in our security and military apparatus that they can impose these things on the country. After the collapse of the Soviet Union, their scientific brains in physics, mathematics, chemistry and other sciences went to the Western countries. Some of the dregs of the KGB and the professional killers of their security service ended up in Iran. On top of that, others from Eastern Bloc countries such as Romania joined them. In any case, whatever lies behind the curtain and whatever is going on will sooner or later come to light. But for now one thing is clear. By order of the Leader and his henchmen, the country has been handed over to the Russians on a platter. And just as in the Qajar era, when they took the Shah himself and his crown prince under their protection, they are now protecting the Leader and his crown prince, Agha Mojtaba.
In my view, the regime puts on all this militarism and thuggery, outwardly for the world and inwardly for the people of Iran. In response, the Iranian nation should place just one demand before Mr. Khamenei and his regime: implement the 1940 agreement and recover Iran's rights from the Russians. Until they have done this, all their other claims and bluster are just hot air.
Rest assured that, as things stand, history will judge the Islamic Republic, and especially Mr. Khamenei personally, more harshly and bitterly than the Qajars for incompetence and for squandering the country.
